HIGHLY EXPERIMENTAL: This needs heavy testing -- new FMODE behaviour:
(1) IF THEIRTS <= OURTS, ACCEPT MODE AND PASS ON
(2) If THEIRTS > OURTS, drop the mode and DONT pass on.
