The other code in that file will be removed very soon so it has been left alone to avoid merge conflicts. This will help prevent insp20 merge conflicts in the future.

value. We look for the configuration item in the commandline, --$package-includes="" or --$package-libs="" and use that. If its not defined, we die() with a message to specify the path using that commandline item.
