This will stop dependency chains from preventing module reloads when it is not actually needed; however, it removes some failsafes that will need to be reimplemented in order to avoid unmapped vtables. 2009-10-24Remove IOCP socket enginedanieldg
IOCP has been experimental since its introduction, and has not worked correctly for some time. Since we have no windows developer, remove the dead code.
