2006-09-27Because the user's prefix list must remain sorted at all times (because of ↵brain
assumptions in xchat) this means that we don't need to scan the list looking for their highest prefix, it will always be at begin(). Modules may now change the privialges each user gets as they join, in OnUserPreJoin. For the first user in, this value defaults to a string containing "@" otherwise it defaults to a string containing nothing.
